Manchester City coaching staff has been largely impressed with the former Chelsea footballer and the club have already made the first step by contacting his official representatives.
And even if Wolfsburg are desperate to keep hold of their prized possession, it is believed they would consider offers in the region of £40 million.
Kevin De Bruyne is enjoying the most successful season of his career, having managed 9 goals and 16 assists in 26 Bundesliga starts for the Volkswagen Arena outfit.
