Palermo, now winless in 16 matches, failed to create any clear chances in front of goal and had Salvatore Aronica sent off for a second bookable offence in the second half.
Genoa had a golden opportunity to break the deadlock through Marco Borriello, who squandered the best chance of the contest in the opening half.
Palermo remained four points behind 17th-placed Genoa and league safety ahead of a trip to Torino next week.
Genoa, now unbeaten in five games, travel to face Roma, who first tackle Atalanta on Sunday.
