Former England striker Robbie Fowler, a free agent after being let go by Championship side Cardiff City, has refused a week-by-week contract with Blackburn Rovers.
Blackburn manager Paul Ince had been looking to teaming up again with his old Liverpool colleague this season but Fowler is hoping for a longer deal.
“The situation with Robbie is still up in the air,” said Ince on Wednesday.
“These things do take time, especially when the agent gets involved. I’m not unsure about Robbie, I’m just unsure as to when it will get done.
“There is no deadline, though, because he is a free agent and not tied down to the transfer window.”
